Vingcard 2100 touchpad encoder with memory and station

USED VINGCARD ENCODER AND BASE WITH MEMORY CARD. HAS CHARGER. TURNS ON WHEN POWERED. SEE PHOTO
when it it plugged in, it powers up. i am not versed in its program, and therefore not aquainted witht he software operation.
the software version at power up is: chips version 1.3.1
the battery for the unit, and the card battery are not fully charged. i do not know the condition of the batteries. the unit indicates that it is charging, and after a few minutes, there is some power holding in the batteries.
this was asked: This VingCard system is it a 2100 system ONLY or is it 2100Plus or Condo version?
my reply: im not sure what system it is, the model number from the back is: pcl15200r2-3....i was told that it was a model 2100 vingcard system.
this was asked: On the display does that say " card battery low"? or "Invalid Data"?
my reply: card battery low is indicated on the screen.
i am making an attempt at clarifying the condition of this unit. it was last serviced in 2003, according to the service decal on the back of the unit. the card swiping base chassis has some dust, and smudges from a dirty frontdesk persons hands, but should clean with a light wiping with a cleaner such as windex. the handheld unit appears rather clean for years of use.
