This is a Pencil Hardness Tester by Gardco (Paul N. Gardner)
This is an instrument used to measure the hardness of paint films. It uses a series of Pencils with different Lead Hardnesses to scratch a paint surface to determine its hardness. This comes with 8 Pencils in a block designed to present the pencil at the correct angle for testin. A spare set of pencil leads is stored in the center column, accessble by removal of the cap (see photo). Instructions included.
